The Department of Environmental Protection published notice in the February 17 PA Bulletin inviting comments on a major amendment to the Chapter 102 permit for the Mariner East II Natural Gas Liquids Pipeline in West Goshen Township, Chester County. (PA Bulletin, page 850)
The purpose of the proposed amendment is for the installation of Best Management Practices on property owned by Sunoco in order to comply with the West Goshen Township Stormwater Ordinance.
The ordinance considers earth disturbances greater than 5,000 sq. ft. a regulated activity requiring more stringent peak flow rate reduction criteria to be met beyond Chapter 102.
As such, BMP’s are necessary to achieve the rate reduction criteria required by the township. To meet the criteria, a 125 feet long and 3 feet high retention berm with emergency spillway and outlet control structure requires installation.
