The following DEP notices were published in the February 24 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- The Department of Environmental Protection published notice in the February 24 PA Bulletin the final technical guidance on using trenchless technology to construct natural gas, other pipelines and underground utilities is now available and effective.   Read more here.

-- The Department of Environmental Protection published notice in the February 24 PA Bulletin saying it has issued a Chapter 105 permit to correct violations by PA General Energy in constructing the Shawnee Water Intake on the Exceptional Value Loyalsock Creek in Lycoming County. Land Recycling/Brownfield Cleanups

-- Buckeye Pipeline Malvern Terminal: DEP received a Remedial Investigation Report/Cleanup Plan to remediate soil and groundwater contaminated with unleaded gasoline, leaded gasoline, diesel fuel, lead and No. 2 fuel oil to meet the site-specific standards located in East Whiteland Twp., Chester County. -- Chesapeake Appalachia, LLC - Hunter Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated by production wastewater to meet the Statewide Health Standards at the pad located in Meshoppen Twp., Wyoming County. (PA Bulletin, page 1004)

-- Eastern Gas Transmission & Storage, Inc. - Tioga Compressor Station: DEP received a Final Report on remediation of soil contaminated with wastewater and oil to meet the Statewide Health Standards located in Farmington Twp., Tioga County.    (PA Bulletin, page 1004)

-- Sunoco Inc., Philadelphia Refinery: DEP received a Final Report on remediation of soil and groundwater contaminated with lead and organics to meet the Site-Specific Standards located in the City of Philadelphia.  (PA Bulletin, page 1004)

-- LOLA Energy Petroco, LLC - Monoceros Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with Aluminum, Barium, Boron, Lithium, Manganese, Selenium, Strontium, Iron, Zinc, and Vanadium to meet the Statewide Health Standards located in Parker Twp., Butler County.  (PA Bulletin, page 1005)

-- Eco-Energy Philadelphia Ethanol Terminal: DEP issued a Deficiency Letter on a Final Report on remediation of soil contaminated with  benzo(a)pyrene, arsenic, thallium and benzene for the facility located in the City of Philadelphia. (PA Bulletin, page 1006)

So far in 2024, DEP received or acted on 54 Act 2 Land Recycling notices related to 54 oil and gas facility site cleanups.

Hazardous Waste Storage Permits

-- Energy Transfer Marketing & Terminals, LP: DEP issued a RCRA Hazardous Wate Storage permit for the facility located in Marcus Hook Borough, Delaware County. (PA Bulletin, page 1007)

Air Quality Permits

-- MC Project Co, LLC - Martins Creek Natural Gas/Oil-fired Power Plant: DEP invites comments on proposed changes to the Title V Air Quality Permit for the facility located in Lower Mount Bethel Twp., Northampton County. (PA Bulletin, page 984)

-- Eastern Gas Transmission & Storage, Inc. - Boom Compressor Station: DEP invites comments on proposed Air Quality Operating permit for the facility located in Lawrence Twp., Tioga County. (PA Bulletin, page 984)

-- Diversified Production, LLC - Compressor Station: DEP issued an Air Quality Permit for multiple air pollution sources for the facility located in Bell Twp., Westmoreland County. (PA Bulletin, page 1007)

-- Marcus Hook Terminal: DEP issued an Air Quality permit for multiple sources at the facility located in Marcus Hook Borough, Delaware County. (PA Bulletin, page 1008)

-- Constellation Energy - Moser Generating Facility: DEP issued a Title V Air Quality Permit for air pollution sources located in Lower Pottsgrove Twp., Montgomery County.  (PA Bulletin, page 1009)

-- Energy Transfer Marketing & Terminal LP - Kingston Terminal: DEP issued an Air Quality permit covering multiple sources at the facility located in Edwardsville Borough, Luzerne County.  (PA Bulletin, page 1009)

-- Transcontinental Gas Pipeline Co., LLC - Compressor Station: DEP issued an Air Quality permit covering multiple sources at the facility located in East Whiteland Twp., Chester County.  (PA Bulletin, page 1010)

-- Repsol Oil & Gas USA, LLC - Schanbacher Shale Gas Well Pad: DEP invites comments on individual NPDES stormwater permit for changes to the well pad impacting Salt Spring Run (High Quality) located in Liberty Twp., Tioga County.  (PA Bulletin, page 977)

-- Energy Transfer Marketing & Terminals, LP - Marcus Hook Industrial Complex: DEP invites comments on individual NPDES stormwater permit for a project to remove structures that will impact the Delaware River located in Marcus Hook Borough, Delaware County.  (PA Bulletin, page 977)
