DEP Invites Comments On Draft Guidance Setting Closure Requirements For Aboveground, Underground Storage Tanks

The Department of Environmental Protection published notice in the April 6 PA Bulletin inviting comments on draft Technical Guidance Setting Closure Requirements For Aboveground and Underground Storage Tanks.

Aboveground Tanks

The purpose of the draft aboveground tank guidance is to establish minimum standards that must be met to comply with the closure requirements for regulated large aboveground storage tank systems [DEP ID: 263-4200-001]

This Guidance includes procedures for closure notification, tank system closure, tank handling, waste management and disposal, site assessment, sampling, sample analysis, release reporting and recordkeeping.

It was also revised to update sampling requirements consistent with regulatory requirements and other TGDs.

In addition, information was included that would be relevant to the storage tank owner during storage tank closure activities. Minor editorial changes were also made.

DEP is also soliciting comments on the Aboveground Storage Tank System Closure Report Form (2630-FM-BECB0514) was also updated to capture the changes to this Guidance and to improve completeness of reported information.

Underground Tanks

The purposes of the draft underground tank guidance are the same as the guidance for aboveground--  establish minimum standards that must be met to comply with the closure requirements for regulated large aboveground storage tank systems [DEP ID: 263-4500-601]

This Guidance includes procedures for closure notification, tank system closure, tank handling, waste management and disposal, site assessment, sampling, sample analysis, release reporting and recordkeeping.

It was also revised to update sampling requirements consistent with regulatory requirements and other TGDs.

In addition, information was included that would be relevant to the storage tank owner during storage tank closure activities. Minor editorial changes were also made.
