PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - April 13

The following DEP notices were published in the April 13 PA Bulletin related to oil and gas industry facilities. Many of the notices offer the opportunity for public comments. -- Act 14: Little Known State Law Gives Municipalities, Counties First Chance To Comment On DEP Permits Before Applications Are Submitted; Critical First Step In Public Involvement Many communities and citizens are not aware that a state law passed in 1984 gives them the first chance to comment on Department of Environmental Protection permit applications even before they are submitted to the agency. Act 14 requires applicants to submit notices to municipalities and counties for air quality, water obstruction (Chapter 105), any permit issued under the Cleans Streams Law (including Chapter 102, stormwater, NPDES, many more), any solid waste and hazardous waste, land recycling and water allocation permits. These notifications, sent by registered mail, must give municipalities and counties at least 30 days to comment to DEP and in the case of solid waste and hazardous waste at least 60 days, according to the law. Read more here. -- The Department of Environmental Protection invites comments on a proposed Chapter 105 Encroachments Permit covering a proposed CNX Midstream double 24-inch, 13.9 mile long gas pipelines in Bell, Loyalhanna and Salem Townships, Westmoreland County. Land Recycling/Brownfield Cleanups -- T&T Compression - Alexander Roy 1 Shale Gas Well Wastewater Storage Tank: DEP received a Notice of Intent to remediate soil contaminated with an unknown quantity of wastewater located in Grant Twp., Indiana County. (PA Bulletin, page 1974) -- EQT ARO LLC - Mallory Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated by wastewater to meet the Statewide Health Standards for the pad located in Plunketts Creek Twp., Lycoming County. (PA Bulletin, page 2009) -- EQT ARO LLC - Salt Run Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with tri-ethylene glycol to meet the Statewide Health Standard for the pad located in Cascade Twp., Lycoming County. (PA Bulletin, page 2009) -- Chesapeake Appalachia, LLC - Amcor Shale Gas Well Site: DEP received a Final Report on remediation of soil contaminated with wastewater and lubricating oil to meet the Statewide Health Standard for the pad located in Meshoppen Twp., Wyoming County. (PA Bulletin, page 2009) -- Chesapeake Appalachia LLC - Stoorza Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with drilling wastewater to meet the Statewide Health Standards for the pad located in Terry Twp., Bradford County. (PA Bulletin, page 2011) -- Chesapeake Appalachia LLC - Shumhurst Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with wastewater to meet the Statewide Health Standard for the pad located in Tuscarora Twp., Bradford County. (PA Bulletin, page 2011) -- Eureka Resources, LLC - Standing Stone Oil & Gas Wastewater Treatment Facility: DEP approved a Final Report on remediation of soil contaminated with oil and gas wastewater to meet Statewide Health Stadnards for the facility located in Standing Stone Twp., Bradford County. (PA Bulletin, page 2011) -- Inflection Energy (PA) LLC - Reynolds Wastewater Release: DEP approved a Final Report on remediation of soil contaminated with wastewater to meet the Statewide Health Standards for the spill located in Gamble Twp., Lycoming County. (PA Bulletin, page 2011) 2024 Act 2 Oil & Gas Facility Pollution Cleanups-- So far in 2024, DEP received or acted on 101 Act 2 Land Recycling notices related to oil and gas facility site cleanups. Waste Permits -- SWN Production Company, LLC - Shorts Shale Gas Well Site Aboveground Storage Tank Facility: DEP invites comments on a WMGR163 General Waste Permit for the facility located in Donegal Twp., Washington County. (PA Bulletin, page 1975) -- Sandy Run Biogas, LLC: DEP invites comments on a WMGM055 Waste General Permit for a landfill gas facility located in Broad Top Twp., Bedford County. (PA Bulletin, page 1975) -- Appalachian Drilling Services, Inc. - Transfer Station: DEP approved the renewal of a Waste Permit for a waste transfer station located in Beech Creek Twp., Clinton County. (PA Bulletin, page 2012) -- Highland Field Services, LLC - Shawmut Grade Wastewater Facility: DEP approved a modification to the WMGR123 General Waste permit to allow for the installation of two underground wastewater pipllines to connect the Shawmut facility in Sergeant Twp., McKean County to the existing Clearmont Storage Facility seven miles away. (PA Bulletin, page 2013) -- Highland Field Services, LLC - Clermont Wastewater Storage Facility: DEP approved a modification to the WMGR123 General Waste permit to allow for the installation of two underground wastewater pipllines to connect the Clearmont Storage Facility in Norwich Twp., McKean County to the Shawmut Facility seven miles away. (PA Bulletin, page 2013) -- Waste Management Disposal Services Of PA, Inc. - GROWS Landfill Gas Project: DEP approved a modification to the GROWS Landfill Solid Waste Permit to allow the distribution of landfill gas from the facility located in Falls Twp., Bucks County. (PA Bulletin, page 2013) -- Divert PA Development Co., LLC - Food Biogas Facility: DEP issued an Air Quality Plan Approve for the construction and operation of a biogas food recovery facility in Manchester Twp., York County. (PA Bulletin, page 2014) Air Quality Permits -- Equitrans, LP - Rager Mountain Gas Storage Area/Laurel Ridge Compressor Station: DEP invites comments on modification to Title V Air Quality permit to include RACT III requirements at two compressor stations permitted as one facility located in Jackson Twp., Cambria County. (PA Bulletin, page 1980) -- Tennessee Gas Pipeline Company - Compressor Station 321: DEP invites comments on the renewal of a Title V Air Quality Permit for multiple sources of air pollution at the facility located in Clifford Twp., Susquehanna County. (PA Bulletin, page 1978) -- Eastern Gas Transmission & Storage, Inc. - Boom Compressor Station: DEP issued a State Only Air Quality permit covering multiple sources of air pollution at the facility located in Lawrence Twp., Tioga County.
