PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - April 20

The following DEP notices were published in the April 20 PA Bulletin related to oil and gas industry facilities. Many of the notices offer the opportunity for public comments. -- DCED’s Conventional Oil & Gas Well Owners Advisory Council will meet April 25 in State College (remote attendance options available). On the Agenda is a discussion of dumping wastewater on public roads, taxpayer-funded conventional well plugging grant programs, DEP regulations limiting methane pollution from conventional wells and more. Public comment period available. Read more here. -- The Susquehanna River Basin Commission published notice in the April 20 PA Bulletin announcing a May 2 hearing on water use requests, including seven shale gas drilling-related requests in Lycoming, Susquehanna, Tioga and Wyoming counties. Comments are due May 13. The requests are scheduled to be considered at the SRBC’s June 13 business meeting. Read more here. (PA Bulletin, page 2126) -- Philadelphia Energy Solutions Refining & Marketing, LLC - 2016 Release East of Former Tank PB 23: DEP received a Notice of Intent to remediate soil contaminated with petroleum constituents to the Statewide Health Standards and Site-Specific Standards for the site located on West Passyunk Ave., Philadelphia. (PA Bulletin, page 2126) -- Shell Petrochemical Plant - Former Horsehead Corp. Site: DEP received a Final Report on remediation of soil and groundwater contaminated with VOCs [volatile organic compounds], SVOCs [semi-volatile organic compounds], PCBs, metals, lead, arsenic, cadmium, zinc, mercury, antimony, aluminum, cobalt, iron, manganese, nickel, selenium, silver, and thallium to meet the Statewide Health and Site-Specific Standards located in Potter and Center Townships, Beaver County.
