PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - July 27

The following notices were published in the July 27 PA Bulletin related to oil and gas industry facilities. Many of the notices offer the opportunity for public comments. --The Department of Environmental Protection published notice in the July 27 PA Bulletin that it is requiring any facility operating under a temporary Title V Air Quality Plan Approval for more than 12 months to submit an application for a Title V Air Quality permit on or before November 25, 2024. The requirement to submit a Title V Operating Permit application within 12 months of beginning operation will also apply to the owners or operators of new or modified Title V facilities authorized and operating under a plan approval after July 27, 2024. Read more here. -- The Susquehanna River Basin Commission published notice in the July 27 PA Bulletin the Executive Director gave his approval to or renewed 22 general water use permits in June for individual shale gas well drilling pads in Bradford, Susquehanna and Tioga counties. This brings the total general water permits approved by the SRBC in 2024 to 155. (PA Bulletin, page 4392) Land Recycling/Brownfield Cleanups -- Chesapeake Appalachia LLC - Dacheus Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with diesel fuel to meet the Statewide Health Standard at the pad located in Cherry Twp., Sullivan County. Loffredo Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Nicholson Twp., Wyoming County. (PA Bulletin, page 4389) -- STL Resources LLC - Sturgis South Sale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Grugan Twp., Clinton County. (PA Bulletin, page 4389) -- SWN Production Company, LLC - Dimmig Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with production wastewater, foamer and de-foamer at the pad located in Forkston Twp., Wyoming County. (PA Bulletin, page 4389) 2024 Land Recycling/Brownfield Cleanups So far in 2024, DEP received or acted on 179 Act 2 Land Recycling notices related to oil and gas facility site cleanups. Waste Permits -- Sandy Run Biogas, LLC - Landfill Gas Facility: DEP issued a Waste Permit for a landfill gas facility located in Broad Top Twp., Bedford County. (PA Bulletin, page 4390) -- Danco Industries, Inc. - Oil & Gas Wastewater Processing: DEP issued a Waste Permit for this oil and gas wastewater processing facility located in Barkeyville Boro, Venango County. (PA Bulletin, page 4391) Air Quality Permits -- Eastern Gas Transmission And Storage, Inc. - South Oakford Compressor Station: DEP invites comments on an Air Quality Plan Approval covering multiple sources of air pollution at the facility located in Hempfield Twp., Westmoreland County.
