PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - August 17

The following notices were published in the August 17 PA Bulletin related to oil and gas industry facilities. Many of the notices offer the opportunity for public comments.

Land Recycling/Brownfield Cleanups

-- SWN Production Company, LLC - Vanorder Patrick Shale Gas Well Pad: DEP received a Final Report on the remediation of soil contaminated with production wastewater to meet Statewide Health Standards at the pad located in Herrick Twp., Bradford County. (PA Bulletin, page 5266)

-- EQT ARO LLC - Mallory Shale Gas Well Pad: DEP received a Final Report on the remediation of soil contaminated with production wastewater to meet the Statewide Health Standard at the pad located in Plunketts Creek Twp., Lycoming County. (PA Bulletin, page 5292)

-- Repsol Oil & Gas USA, LLC - Miller E Shale Gas Well Pad: DEP approved a Final Report on the remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Union Twp., Tioga County. (PA Bulletin, page 5293)

-- Chesapeake Appalachia, LLC - Indian Foot Shale Gas Well Pad: DEP approved a Final Report on the remediation of soil contaminated with production wastewater to meet Statewide Health Standards at the pad located in Monroe Twp., Bradford County. (PA Bulletin, page 5293)

-- Diversified Production, LLC - State Game Lands 244 25 Well Pad: DEP approved a Final Report on remediation of soil contaminated by production wastewater (Aluminum, Barium, Boron, Chloride, Iron, Lithium, Manganese, Selenium, Strontium, Vanadium, and Zinc) to meet Statewide Health Standards at the pad located in Knox Twp., Jefferson County. -- Coterra Energy, Inc. - P.Waldenberger Shale Gas Well Pad 1: DEP sent a Technical Deficiency Letter on the Final Report on the remediation of soil contaminated with production wastewater at the pad located in Dimock Twp., Susquehanna County. (PA Bulletin, page 5294)

2024 Act 2 Oil & Gas Facility Pollution Cleanups

So far in 2024, DEP received or acted on 194 Act 2 Land Recycling notices related to oil and gas facility site cleanups.

-- Range Resources-Appalachia, LLC - Donegal 30 Shale Gas Tank Pad: DEP invites comments on a WMGR123 General Permit For Waste Processing for a proposed 924,000 gallon wastewater storage tank located in Donegal Twp., Washington County. (PA Bulletin, page 5266)

-- CNX Gas Company, LLC - Bell Point Aboveground Storage Tank: DEP invites comments on a WMGR163 General Permit for wastewater storage tank located in Bell Twp., Westmoreland County. (PA Bulletin, page 5267)

-- EQT Production Company - Storage Tank At Sarah Shale Gas Well Pad: DEP invites comments on a WMGR123 General Permit for Waste Processing for a proposed 924,000 gallon wastewater storage tank located in Union Twp., Washington County. (PA Bulletin, page 5267)

-- Range Resources-Appalachia, LLC - Hanover 32 Tank Pad: DEP issued a WMGR123 General Waste Processing Permit to replace existing wastewater storage tanks with one 1.3 million gallon tank located in Hanover Twp., Washington County. (PA Bulletin, page 5295)

-- Range Resources-Appalachia, LLC - Hopewell 18 Tank Pad: DEP issued a WMGR123 General Permit for Waste Processing to replace existing wastewater storage tanks with one 924,000 gallon tank located in Hopewell Twp., Washington County. (PA Bulletin, page 5295)

-- CNX Gas Company LLC - Unknown Facility: DEP issued a GP-5A Air Quality General Permit covering multiple sources of air pollution at the facility located in Richhill Twp., Greene County. (PA Bulletin, page 5296)

-- Shawville Power LLC - Natural Gas Power Plant: DEP issued A Title V Air Quality permit covering multiple sources of air pollution at the facility located in Bradford Twp., Clearfield County. (PA Bulletin, page 5298)

-- American Refinery Group - Bradford Refinery: DEP issued a renewal of a Title V Air Quality Permit for the refinery located in the City of Bradford, McKean County. (PA Bulletin, page 5298)

-- Smart Sand, Inc. - Smart Sand Emerald Mine Transloading Facility: DEP approved an Air Quality Plan Approval modification covering multiple air pollution sources at the facility located in Franklin Twp., Greene County. (PA Bulletin, page 5298)

-- Texas Eastern Transmission LP - Bechtelsville Compressor Station: DEP issued an Air Quality Permit for the facility located in Washington Twp., Berks County. (PA Bulletin, page 5298)

-- Laurel Mountain Midstream Operating, LLC - Herminie Compressor Station: DEP approved an extension of an existing Air Quality Permit to allow time to submit an Operating Permit application for the facility located in West Newton Boro, Westmoreland County. (PA Bulletin, page 5297)

-- Hummel Station LLC - Gas Fired Power Plant: DEP approved an extension of two existing Air Quality Permits to allow for the review of a Title V Air Quality Permit for the facility located in Shamokin Dam Boro, Snyder County. (PA Bulletin, page 5297)

-- HEP Pennsylvania Gathering LLC - 12-Inch Steel Gas Pipeline Project: DEP issued a Chapter 105 permit for a project impacting Bennet Creek, floodway and wetlands located in Stevens Twp., Bradford County. (PA Bulletin, page 5302)

-- Eastern Gas Transmission & Storage Inc. - Pipeline Culvert Replacement & Landslide Remediation Project: DEP invites comments on a Chapter 105 permit application impacting a tributary to the Kiskiminetas River and involving wetlands replacement for a project located northwest of Roaring Run Trail in Kiskiminetas Twp., Armstrong County.
