Highlights of the environmental and energy notices in the August 17 PA Bulletin-- -- PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - August 17 [PaEN] -- The Department of Environmental Protection invites comments on a proposed Federal Consent Decree with Arxada, LLC concerning a $1.3 million cost recovery action related to the cleanup of the Pool Doctor/Beaver Alkali Products Site in Rochester Borough, Beaver County. (PA Bulletin, page 5306) Read more here. -- The Department of Environmental Protection will hold an informal public conference, hearing September 3 on a request by RES Coal LLC to change the land use on the Surveyor Run #1 Operation and Shaw #2 Operation coal mining sites in Goshen Township, Clearfield County. (PA Bulletin, page 5305) Read more here. -- The Public Utility Commission published notice in the August 17 PA Bulletin announcing the availability of the Act 129 Energy Efficiency and Conservation Plan 2026 Total Resources Cost Test. -- The Governor’s Office published notice in the August 17, PA Bulletin formally publishing the August 8, 2024 Proclamation of Disaster Emergency covering Adams, Bedford, Berks, Bradford, Carbon, Chester, Cumberland, Dauphin, Fulton, Lackawanna, Luzerne, Lycoming, Monroe, Pike, Potter, Sullivan, Susquehanna, Tioga, Union, Wayne, and Wyoming counties. Reorganization -- The Executive Board published notice in the August 17 PA Bulletin announcing a reorganization plan was approved for the Department of Environmental Protection. This plan makes changes to the June 15, 2024 DEP organizational chart. Grants -- The Department of Environmental Protection published notice in the August 17 PA Bulletin announcing it is now accepting applications for Environmental Education Grants. Bids/Proposals -- The Department of Environmental Protection published notice in the August 17 PA Bulletin announcing Butler County is now accepting proposals for additional waste disposal, processing capacity for municipal waste generated in the county. Permits -- The Department of Environmental Protection published notice in the August 17 PA Bulletin inviting comments on an Individual Stormwater Permit for a proposed 105 acre PDC Northeast LPIV, LLC warehouse project in New Morgan Borough, Berks County impacting the Grace Mine Tailings Reservoir and the Conestoga River. Removal of trees may impact the endangered Indiana bats. (PA Bulletin, page 5262) Meetings September 12-- Dept. Of Labor & Industry Uniform Construction Code Review & Advisory Council meeting.
