PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - August 24

The following notices were published in the August 24 PA Bulletin related to oil and gas industry facilities. Many of the notices offer the opportunity for public comments. -- The Department of Environmental Protection published notices in the August 24 PA Bulletin it received an application from Energy Transfer Marketing & Terminals LP to renew the Title V Air Quality Operating Permit for the Marcus Hook Terminal facility located in Marcus Hook Borough, Delaware County. The notices also said this application is designated an Opt-In permit subject to enhanced public participation under DEP’s Environmental Justice Policy. DEP also published notice in the same PA Bulletin inviting comments on an Individual Stormwater Permit for the Mariner East Ethane Expansion & Chilling Project at the same facility. (PA Bulletin, page 5393) No mention of the Environmental Justice Policy related to this application. Read more here. -- The Susquehanna River Basin Commission published notice in the August 24 PA Bulletin the Executive Director gave his approval to or renewed 33 general water use permits in June for individual shale gas well drilling pads in Bradford, Cameron, Clinton, Lycoming, McKean, Sullivan, Susquehanna, Tioga counties. This brings the total general water permits approved by the SRBC in 2024 to 188. Read more here. -- The Susquehanna River Basin Commission published notice in the August 24 PA Bulletin announcing its September 12 to consider water withdrawal requests-- including eight shale gas development and a gas power plant-- the FY 2026 budget and procurement regulations. Land Recycling/Brownfield Cleanups -- Consol Energy Inc. - Conventional Well: DEP received a Notice Of Intent to remediate Unknown Medium [soil and/or water?] contaminated with benzene, sec-butylbenzene, tert- butylbenzene, cyclohexane, ethylbenzene, isopropyl- benzene (cumene), napthalene, toluene, trimethylbenzene, 1,2,4-, trimethylbenzene, 1,3,5-, total xylenes, acenaph- thene, anthracene, benzo(a)anthracene, benzo(a)pyrene, benzo(g,h,i)perylene, biphenyl, chrysene, fluoranthene, fluorene, indeno(1,2,3-cd)pyrene, 2-methylnaphthalene, phenanthrene, total phenolics, and pyrene to meet Statewide Health Standards at the well located in Morris Twp., Greene County. (PA Bulletin, page 5399) -- EQT Corp - Hoosker Doo Shale Gas Well Pad: DEP received a Notice of Intent to remediate soil contaminated with inorganics to meet Statewide Health Standards at the pad located in Aleppo Twp., Greene County. (PA Bulletin, page 5428) 2024 Act 2 Oil & Gas Facility Pollution Cleanups So far in 2024, DEP received or acted on 198 Act 2 Land Recycling notices related to oil and gas facility site cleanups. Waste Permits -- EQT Production Company- Caton Shale Gas Well Pad: DEP invites comments on a WMGR123 Waste General Permit for water reuse facility featuring a 924,000 gallon open air storage tank and other equipment located in Union Twp., Washington County. (PA Bulletin, page 5399) Air Quality Permits -- Eastern Gas Transmission & Storage, Inc.- Rock Springs Compressor Station: DEP invites comments on the renewal of a Title V Air Quality Permit incorporating RACT III requirements covering multiple air pollution sources and with consideration of the Oakford Compressor Station in close proximity also located in Salem Twp., Westmoreland County. (PA Bulletin, page 5402) -- Adelphia Gateway LLC - Marcus Hook Compressor Station: DEP invites comments on an Air Quality Operating Permit covering multiple air pollution sources at the facility located in Lower Chichester Twp., Delaware County. (PA Bulletin, page 5404) -- Energy Transfer Marketing & Terminals LP - Marcus Hook Terminal: DEP invites comments on the renewal of a Title V Air Quality Operating Permit covering multiple sources of air pollution at the facility located in Marcus Hook Borough, Delaware County. DEP is considering this application an Opt-In permit under its Environmental Justice Policy subject to enhanced public participation. In addition, the amended TVOP incorporates the requirements of Plan Approval No. 23-0119K into the amended TVOP by reference for the facility located in Marcus Hook Borough, Delaware County. (PA Bulletin, page 5431) -- Columbia Gas Transmission Co. - Iowa Compressor Station: DEP issued an Air Quality Operating Permit covering multiple sources of air pollution at the facility located in Pine Creek Twp., Jefferson County.
