The following notices were published in the September 21 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- Blackhill Energy LLC - 16-Inch Natural Gas Pipeline: DEP invites comments on a Chapter 105 permit for the construction of a pipeline impacting Pisgah Creek, Sugar Creek, North Branch Towanda Creek, floodways and multiple wetlands running through Springfield, Troy, West Burlington and Granville Townships, Bradford County.  (PA Bulletin, page 6030)

-- Hill Top Energy Center, LLC - 620 MW Natural Gas-Fired Power Plant: DEP extended two Air Quality Approvals related to construction and temporary operation of the facility until March 28, 2025 for the plant located in Cumberland Twp., Greene County.  (PA Bulletin, page 6052)

-- The Susquehanna River Basin Commission published notice in the September 21 PA Bulletin the Executive Director gave his approval to or renewed 24 general water use permits in August for individual shale gas well drilling pads in Bradford, Cameron, Clearfield, Clinton, Lycoming, Susquehanna, Tioga and Wyoming counties. This brings the total general water permits approved by the SRBC in 2024 to 212.  Read more here.

-- Coterra Energy, Inc. - J.Busik Shale Gas Well Pad: DEP received a Final Report on the remediation of soil contaminated by diesel fuel to meet Statewide Health Standards at the pad located in Dimock Twp., Susquehanna County.  (PA Bulletin, page 6047)

-- Diversified Production LLC - William Kovel #1 Conventional Well: DEP received a Final Report on remediation of soil contaminated with wastewater to meet the Statewide Health Standard at the pad located in Jordan Twp., Clearfield County.  (PA Bulletin, page 6047)

-- EQT ARO LLC - Mallory Shale Gas Well Pad A: DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Plunketts Creek Twp., Lycoming County.   (PA Bulletin, page 6047)

-- SWN Production Company, LLC - Vanorder Patrick Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with production wastewater at the pad located in Herrick Twp., Bradford County.  (PA Bulletin, page 6048)

-- Philadelphia Energy Solutions Refining & Marketing LLC - PES Nov. 4 Separator Release: DEP approved a Final Report on remediation of soil contaminated with benzene, cumene, ethylbenzene, 1,2,4- trimethylbenzene, 1,3,5-trimethylbenzene, toluene, xylenes, anthracene, benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene, benzo(g,h,i)perylene, chrysene, fluorene, naphthalene, phenanthrene, and pyrene to meet Statewide Health Standards for the site located at 3144 West Passyunk Ave., Philadelphia. -- Diversified Production LLC - Loyalhanna #2 Conventional Well: DEP approved a Final Report on the remediation of soil contaminated with wastewater to meet Statewide Health Standards located in Loyalhanna Twp., Westmoreland County. (PA Bulletin, page 6050)

So far in 2024, DEP received or acted on 207 Act 2 Land Recycling notices related to oil and gas facility site cleanups.

Storage Tank Act Corrective Actions

-- Energy Transfer Marketing & Terminals LP - Pittsburgh Terminal: DEP received a Remedial Action Plan on the remediation of soil and groundwater contaminated with unleaded gasoline, leaded gasoline, diesel fuel and crude oil at the facility located in the City of Pittsburgh, Allegheny County.  (PA Bulletin, page 6061)

-- Range Resources - Appalachia, LLC  - Carbs Donald B Shale Gas Well Pad: DEP invites comments on a WMGR163 General Waste Permit for wastewater storage, processing at the pad located in Smith Twp., Washington County.  (PA Bulletin, page 6023)

-- Buckeye Pipeline - Malvern Pipeline Compressor Station: DEP invites comments on a modification to a Title V Air Quality Permit to address objections raised during an appeal at this bulk storage facility located in East Whiteland Twp., Chester County.  (PA Bulletin, page 6024)

-- Texas Eastern Transmission LP - Shermans Dale Compressor Station: DEP invites comments on a State Only Air Quality Permit covering multiple air pollution sources at the facility located in Carroll Twp., Perry County. (PA Bulletin, page 6026)

-- CNX Gas Company, LLC - WFN-12 Shale Gas Well Pad: DEP issued a GP-5A Air Quality General Permit covering new sources of air pollution at the pad located in West Finley Twp., Washington County. (PA Bulletin, page 6051)

-- Range Resources - Appalachia, LLC - Shale Gas Well Pad (?): DEP issued a GP-5A Air Quality General Permit covering well pad, compressor and pipeline-related sources of air pollution at a facility located in Blaine Twp., Washington County.  (PA Bulletin, page 6051)

-- Eastern Gas Transmission and Storage, Inc. - South Oakford Compressor Station: DEP issued an Air Quality Plan Approval covering multiple sources of air pollution at the facility located in Hempfield Twp., Westmoreland County.  (PA Bulletin, page 6052)

-- American Refining Group, Inc. - Bradford Refinery: DEP extended an Air Quality Plan Approval until February 28, 2025 to allow for continued project shakedown activities at the facility  located in the City of Bradford, McKean County.   (PA Bulletin, page 6053)
