PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - November 2

The following notices were published in the November 2 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- DEP published notice in the November 2 PA Bulletin inviting comments on a new State Only Minor Air Quality Operating Permit for the continued operation of the ETC Northeast Pipeline LLC [Energy Transfer] Revolution Natural Gas Cryogenic Processing Plant in Salem Township, Washington County.  (PA Bulletin, page 7239)   [Note:  This plant suffered a major explosion and fire in 2022 that resulted in the uncontrolled release of ethane and other natural gas liquid chemicals for nine and a half hours, according to the company.  Read more here.]

Land Recycling/Brownfield Cleanups

-- Blackhill Energy LLC - Nichols Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater and ethylene glycol to meet the Statewide Health Standards at the pad located in Smithfield Twp., Bradford County.  (PA Bulletin, page 7267

-- Diversified Production LLC - Kovel #1 Conventional Well: DEP approved a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the well located in Jordan Twp., Clearfield County.  (PA Bulletin, page 7268

-- EQT ARO LLC - Mallory Shale Gas Well Pad: DEP approved a Final Report on remediation of soil with production wastewater to meet the Statewide Health Standards at the pad located in Plunketts Creek Twp., Lycoming County.  (PA Bulletin, page 7268

-- Water Works Transport, LLC - Hoagland Run Road Cleanup: DEP approved a Final Report on remediation of oil and groundwater contaminated with production wastewater to meet the Statewide Health and Background Standards at the location in Lycoming Twp., Lycoming County.  (PA Bulletin, page 7268

-- EQT Corporation - Hoosker Doo Shale Gas Well Pad: DEP issued a technical deficiency letter on remediation of soil contaminated with Aluminum, Barium, Boron Chloride, Iron, Lithium, Manganese, Selenium, Strontium, Vanadium, Zinc, Benzene, Naphthalene, Toluene, Total Xylenes, Trimethylbenzene, 1,2,4-, Trimethylbenzene, 1,3,5-, Acenaphthene, Anthracene, Benzo(a)anthra- cene, Benzo(a)pyrene, Benzo(b)fluoranthene, Benzo(g,h,i)- perylene, Biphenyl, Chrysene, Fluoranthene, Fluorene, Indeno(1,2,3-cd)pyrene, 2-Methylnaphthalene, Phenan- threne, Phenol and Pyrene to meet the Statewide Health Standards at the pad located in Aleppo Twp., Greene County.  (PA Bulletin, page 7269

So far in 2024, DEP received or acted on 240 Act 2 Land Recycling notices related to oil and gas facility site cleanups.

-- Beech Resources LLC - Delta Wastewater Facility: DEP invites comments on a proposed WMGR123 General Waste Permit for a wastewater facility located in Lycoming Twp., Lycoming County. Received March 6, 2024, approved October 9, 2024.  (PA Bulletin, page 7270

-- Bear Lake Properties LLC - Saltwater InjectionWells/Transfer Station: DEP approved a waste permit renewal for the injection well transfer facility located in Columbus Twp., Warren County. Received May 10, 2024, approved October 31, 2024. (PA Bulletin, page 7270

-- Mountain Gathering, LLC - Jefferson Compressor Station: DEP invites comments on an Air Quality Plan Approval covering multiple sources of air pollution at the facility located in Jefferson Twp., Butler County.  (PA Bulletin, page 7235)

-- ETC Northeast Pipeline, LLC - Revolution Natural Gas Cryogenic Plant: DEP invites comments on a State Only Air Quality Permit replacing a GP-5 and GP-1 Air Quality General Permits covering multiple sources of air pollution at the facility located in Salem Twp., Washington County. -- Minard Run Oil Company - Zimmerman Hill Compressor Station: DEP approved a GP-5 Air Quality General Permit covering multiple sources of air pollution at the facility located in Pleasant Twp., Warren County. Received Sept. 6, 2024, approved Oct. 7, 2024.  (PA Bulletin, page 7271
