The following notices were published in the December 21 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

Land Recycling/Brownfield Cleanups

-- Kinder Morgan Liquids Terminals, LLC - Tioga Marine Terminal Pier 179N: DEP received a Final Report on remediation of soil and groundwater contaminated with unleaded gasoline to meet the Statewide Health and Site-Specific Standards at the facility located at 3300 North Delaware Ave., Philadelphia. -- Diversified Production, LLC - Matson 2 Conventional Well: DEP approved a Final Report on remediation of soil contaminated with 1,2,4-trimethylbenzene, 1,3,5-TMB, benzene, cyclohexane, ethylbenzene, isopropyl benzene, naphthalene, sec-butylbenzene, tert-butylbenzene, toluene, total xylenes, 1,1’-biphenyl, 2-methylnaphtalene, acenaphthene, anthracene, benzo[a]anthracene, benzo-[a]pyrene, benzo[b]fluoranthene, benzo[g,h,I]perylene, chrysene, fluoranthene, fluorene, indeno[1,2,3-cd]pyrene, phenanthrene, pyrene, and phenolics to meet the Statewide Health Standards at the well located in Warsaw Twp., Jefferson County. -- Kyle Borden - Spigot Booster Station: DEP sent a Technical Deficiency Letter on the Final Report on remediation of soil contaminated with with aluminum, barium, boron, iron, lithium, manganese, selenium, strontium, vanadium, zinc (production wastewater) to meet the Statewide Health Standard at the site located in Franklin Twp., Greene County.  (PA Bulletin, page 8337)

2024 Act 2 Oil & Gas Facility Pollution Cleanups

So far in 2024, DEP received or acted on 271 Act 2 Land Recycling notices related to oil and gas facility site cleanups.

Air Quality Permits - Received

-- Columbia Gas Transmission, LLC - Delmont Compressor Station: DEP invites comments on the renewal of a State Only Air Quality Permit for the facility located in Salem Twp., Westmoreland County.  (PA Bulletin, page 8307)

Air Quality Permits - Issued

-- NFG Midstream Covington LLC - Krause Compressor Station: DEP issued an Air Quality Plan Approval covering multiple sources of air pollution at the facility located in Sullivan Twp., Tioga County. Received Nov. 12, Issued Dec. 6.  (PA Bulletin, page 8338)

-- MarkWest Liberty Midstream & Resources, LLC - Cibus Ranch & Imperial Compressor Stations: DEP issued an Air Quality Plan Approval covering multiple sources of air pollution at two compressor stations located in Robinson Twp., Washington County.  Received Nov. 5, Issued Dec. 4.   (PA Bulletin, page 8339)

-- Perennial CMM Pennsylvania, LLC - Cumberland Mine Borehole Methane Flare: DEP issued a GP-21 Coal-Mine Enclosed Flare General Permit for the facility located in Wayne Twp., Greene County.  (PA Bulletin, page 8339)

-- Perennial CMM Pennsylvania, LLC - Coal Mine Borehole Methane Flare: DEP issued a GP-21 Coal-Mine Enclosed Flare General Permit for the facility located in Franklin Twp., Greene County.  (PA Bulletin, page 8339)

Chapter 105 Encroachment Permits

-- Chesapeake Appalachia LLC - 16-Inch Water Pipeline: DEP approved a Chapter 105 permit for the facility impacting Sugar Run, floodways and wetlands located in Terry Twp., Bradford County.  Received July 12. Issued Dec. 4.  (PA Bulletin, page 8342)

-- MarkWest Liberty Midstream & Resources, LLC - 20-Inch Natural Gas Pipeline: DEP approved a Chapter 105 permit for the 7,200 foot pipeline connecting the Vankirk shale gas well pad with the existing Franklin Lakeview to Folly Hollow pipeline impacting Chartiers Creek located in North Franklin and South Franklin Townships, Washington County. -- CNX Gas Col LLC - Bell Point Shale Gas Well Pad: DEP issued a Chapter 102 permit for the pad impacting a tributary to the Kiskiminetas River located in Bell Twp., Westmoreland County. Received Oct. 11, Issued Dec. 4. (PA Bulletin, page 8343)

-- Equitrans Water Svc (PA), LLC - Pipeline Project: DEP issued a Chapter 102 permit for the project impacting PA Fork Fish Creek and Blockhouse Run located in Gilmore and Jackson Townships, Greene County. Received Aug. 29, Issued Dec. 4  (PA Bulletin, page 8344)

-- Range Resources-Appalachia LLC - Wagers To Hallam Water Pipeline: DEP issued a Chapter 102 permit for the project impacting Little Chartiers Creek (High Quality) and Redd Run located in Amwell Twp., Washington County.  Received Sept. 20, Issued Nov. 27.  (PA Bulletin, page 8344) [Incomplete notice]
