PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - January 11

The following notices were published in the January 11 PA Bulletin related to oil and gas industry facilities. Many of the notices offer the opportunity for public comments. -- The Susquehanna River Basin Commission published notice in the January 11 PA Bulletin announcing a January 30 hearing on water withdrawal requests, including six related to shale gas development, and other proposals. Rayias Shale Gas Well Pad 2: DEP approved a Final Report on remediation of soil contaminated with used motor oil to meet the Statewide Health Standards at the pad located in Brooklyn Twp., Susquehanna County. (PA Bulletin, page 408) -- Dupont Terminals-DE, LLC - Dupont Terminal: DEP approved a Final Report on remediation of soil and groundwater contaminated with petroleum to meet Statewide Health and Site-Specific Standards at the facility located in Pittston Twp., Luzerne County. (PA Bulletin, page 409) -- Consol PA Coal Company - Conventional Oil Well 5354: DEP approved a Final Report on remediation of soil contaminated with crude oil and condensate-related parameters to meet Statewide Health Standards at the well located in Aleppo Twp., Greene County. (PA Bulletin, page 409) 2025 Act 2 Oil & Gas Facility Pollution Cleanups So far in 2025, DEP received or acted on 3 Act 2 Land Recycling notices related to oil and gas facility site cleanups. Air Quality Permits - Comments -- Philadelphia Air Management Services: Constellation Richmond Electric Generating Station (fuel oil/kerosene): Comments invited on the renewal of the Title V Air Quality Permit for the facility located at 3901 North Delaware Ave., Philadelphia. (PA Bulletin, page 365) Air Quality Permits - Issued -- Mountain Gathering, LLC - Forward Compressor Station: DEP issued an Air Quality Plan approval covering multiple sources of air pollution at the facility located in Forward Twp., Butler County. Received Dec. 27, Issued Dec. 17 (obviously a date problem) (PA Bulletin, page 410) -- Monroe Energy, LLC - Trainer Refinery: DEP issued an Air Quality Plan Approval covering the replacement of a fluid catalytic cracking unit at the facility located in Trainer Borough, Delaware County. Received July 31, Issued Dec. 19 (PA Bulletin, page 410) -- Armstrong Power LLC - South Bend Gas-Fired Power Plant: DEP issued a 6-month plan approval extension awaiting DEP source testing audit for the facility located in South Bend Twp., Armstrong County.
