PennTAP: Small & Mid-Size Industries Must Complete An Energy Technical Assessment Report To Be Eligible For RISE PA Decarbonization Grants

The Pennsylvania Technical Assistance Program is responsible for administering the Small-Scale Award Track (SAT) for the RISE PA Decarbonization Grant Program. Industrial facilities with no more than 500 full time employees and a total project cost of no more than $1 million will be eligible for the SAT. Small and mid-size industrial facilities wanting to take advantage of RISE PA decarbonization grants must have a Qualified Assessor complete a Technical Assessment Report. Qualified Assessor and Technical Assessment Report have been defined in the SAT Guidance document. The Medium- and Large-scale Award Tracks (MAT and LAT) require a technical report as well as defined within the MAT and LAT Guidance. PennTAP, Catalyst Connection, and Industrial Training and Assessment Center’s offer no cost assessments at this time. DEP has an industrial energy assessment program offering discounted ASHRAE Level II audits. And there are several Energy As-A Service and Sustainability As-A Service companies available and eligible to complete these required documents. Under the SAT, eligible applicants can request up to $10,000 to offset the costs of working with a qualified assessor outside of the discounted programs. RISE PA DEP was awarded $396 million in funding from the EPA Climate Pollution Reduction Grant Program established by the federal Inflation Reduction Act. DEP’s RISE PA Program will offer grants for small-, medium-, and large-scale decarbonization projects at industrial facilities to reduce greenhouse gas (GHG) and co-pollutant emissions. Eligible projects must reduce industrial sector emissions through industrial electrification, efficiency and process emissions reductions, switching to low-carbon fuels, installing on-site renewable energy, utilizing carbon capture and storage, and reducing fugitive emissions from natural gas and oil systems and coal mining. Small industrial facilities will be eligible for a grant of up to $500,000; medium facilities up to $20 million and large facilities up to $220 million.
