White House: President Launches Initiative To Eliminate 10 Regulations For Every New Regulation Issued; Cost Of New Regulations Must Be ‘Significantly’ Less Than Zero

On January 31, the President signed an executive order to “unleash prosperity through deregulation” by requiring every federal agency to eliminate 10 regulations, rules or guidance documents for every new regulation they adopt.

It requires that for fiscal year 2025, the total incremental cost of all new regulations, including repealed regulations, be significantly less than zero.

There was no information available on where an analysis of what the regulations actually do or a cost-benefit analysis would be done as part of this initiative. 

There also was no public participation or review element mentioned.

Pennsylvania Republicans proposed an arbitrary cap on the number state regulations in 2018 and would have required two regulations be eliminated for every new regulation adopted as if the number of regulations-- rather than what they do, how they do it and who or what they would protect-- is important.  Read more here.
