Alternative Energy, Fee/Penalty Use Bills Move Out Of Senate Committee

The Senate Environmental Resources and Energy Committee reported out two bills this week, one of the bills in the Governor’s Energy Independence Initiative and legislation on the distribution of penalties collected by the Department of Environmental Protection. They were: · Senate Bill 715 (Musto-D-Luzerne) amends the Alternative Energy Portfolio Standards Act incorporating the Governor’s Energy Independence Proposal changes was amended to deal with issues related to the ownership of renewable energy credits, net metering and the solar energy requirements. · Senate Bill 913 (MJWhite-R-Venango) authorizing the transfer of certain excess fine and penalty revenues to the General Fund was amended to transfer excess funds to the Hazardous Sites Cleanup Fund.
