Governor Rendell was only asking voters to approve the same idea. “On July 4, as lawmakers were voting on the state budget and the means to provide $1 billion in property tax relief to Pennsylvanians, House Majority Leader Sam Smith and Senate Majority Leader David Brightbill penned a letter to Governor Rendell, suggesting the establishment of a “Green Ribbon Commission” to jointly study and develop recommendations for environmental programs and to determine the best funding options. “We were happy to hear it.
