Laboratory Reporting Instructions for Lead and Copper under the Lead and Copper Rule. This guidance, issued on February 1, 1999, provides instructions to community and nontransient, noncommunity water systems and certified laboratories for the reporting of drinking water lead and copper tap monitoring results as required by the Federal Lead and Copper Rule, published on June 7, 1991, and as implemented in 25 Pa.
