On November 7, the Environmental Quality Board published a formal notice in the PA Bulletin inviting public comments on a proposed regulation establishing a Carbon Pollution Reduction Program covering power plants that is consistent with the Regional Greenhouse Gas Initiative (RGGI) covering mid-atlantic and northeast states. * PEDF Appeals Court Decision To PA Supreme Court Approving The Diversion Of $110 Million In DCNR Drilling Revenue To Pay Agency Operating Costs

On November 3, the PA Environmental Defense Foundation formally appealed the October 22 decision by Commonwealth Court approving the diversion of $110  million from DCNR's Oil and Gas Fund in FY 2017-18 and 2019 to pay the operating expenses of the agency instead of using it for conservation purposes and projects in clear violation of a 2017 PA Supreme Court decision.

On November 2, the Fish and Boat Commission announced it was accepting applications for grants under the Sinnemahoning Creek Watershed Restoration Program.  The deadline to apply is January 23.

* Aqua PA Water Receives PennVEST Loan To Add PFAS Treatment To Montgomery County Well

On November 5, Aqua Pennsylvania announced it has received approval for a PennVEST loan that will be used to construct a treatment facility at its North Hills well in Upper Dublin Township, Montgomery County that will remove Perfluorooctanoic acid (PFOA), Perfluorooctanesulfonic acid (PFOS) and Perfluorononanoic acid (PFNA), which are a part of the PFAS family of chemicals. Aqua removed this well from service in July 2018.

* DEP Provides Notice Of Appeal Rights On Section 401 Approval For Leidy South Gas Pipeline Project In Clinton, Columbia, Lycoming, Luzerne, Schuylkill, Wyoming Counties

The Department of Environmental Protection published notice in the November 7 PA Bulletin of the right to appeal DEP’s issuance of a Section 401 Water Quality Certification and related erosion and sedimentation permits for the Leidy South Natural Gas Pipeline Project (page 6319)

* DEP: Penalty Agreement Calls For Grand Central Landfill To Clean Up Illegal Dump Site In Northampton County

On November 6, the Department of Environmental Protection announced it has reached a Consent Order and Agreement with Grand Central Sanitary Landfill in Northampton County for violations related to odor and nuisance minimization controls at its facility in Plainfield Township.

* PA Resources Council To Host Final Household Chemical Collection Event Nov. 21 In Fayette County

The PA Resources Council will hold its final Household Chemical Collection Event November 21 at the Fayette County Fairgrounds, 132 Pechin Road in Dunbar, from 9:00 a.m. to 1:00 p.m.  Participants must register in advance.

* DEP Now Accepting Applications For Electric Cargo Handling, Marine & Rail Freight Movers Grant Programs

The Department of Environmental Protection is now accepting applications for grants under two Driving PA Forward Initiative programs-- Electric Cargo Handling and Marine and Rail Freight Movers.  Applications are due March 5 and March 19, respectively.

* Appalachian Audubon Society Accepting Applications For Hog Island Teen Camp Scholarships

The Appalachian Chapter of the Audubon Society is now accepting applications for the 2021 Hog Island Teen Camp Scholarships for students 14 to 17.  The deadline to apply is January 22.

* PA Sea Grant Now Accepting Applications For John A. Knauss Marine Policy Fellowship Program

Pennsylvania Sea Grant is now accepting applications for the John A. Knauss Marine Policy Fellowship Program - a unique experience for graduate students interested in ocean, coastal, and Great Lakes resources and in the national policy decisions affecting those resources.
