On July 19, Joe Adams, Acting Executive Deputy Secretary For Programs, told the DEP Citizens Advisory Council “certainly there are concerns” about how the new law blocking increases in conventional oil and gas well bonding will impact the funding Pennsylvania is in line to receive under the new federal Bipartisan Infrastructure Law to plug abandoned conventional oil and gas wells.

* IRRC Unanimously Approves Part I Of Final Reg. Reducing VOC/Methane Emissions From Unconventional Shale Gas Facilities; DEP Moves To Avoid Federal Highway Funding Sanctions

On July 21, the Independent Regulatory Review Commission voted unanimously 5 to 0 to approve Part I of final Environmental Quality Board regulations reducing volatile organic compounds and methane emissions from unconventional (shale gas) wells and facilities.

* PennVEST Makes $269 Million Investment In 11 Water Infrastructure Projects In 10 Counties

On July 20, the PA Infrastructure Investment Authority announced the award of $269 million in funding to 11 drinking water, wastewater, stormwater, and nonpoint source water pollution control projects in 10 counties.

* DEP Hosts Aug. 4 Hearing On Proposed Water Quality Permit To Construct Rutter's Convenience Store In Antis Twp., Blair County

On July 20, the Department of Environmental Protection announced it will hold a public hearing Thursday, August 4, 2022, regarding M&G Realty, Inc.’s application for a DEP individual National Pollutant Discharge Elimination System (NPDES) permit to construct a convenience store in Antis Township, Blair County.

* PA Festival Of The Arts Visitors Helped Meet Zero Waste Goal By Recycling 1,500 Pounds In State College

On July 20, the Centre County Recycling and Refuse Authority announced over 1,500 pounds of organics and recyclable material were collected during the four day Central Pennsylvania Festival of the Arts in State College. 

* Keep Pennsylvania Beautiful Seeking Volunteer Waterway Stewards To Reduce Litter

Keep Pennsylvania Beautiful, with funding from the Department of Environmental Protection’s Coastal Resources Management, is seeking volunteers for their new Waterway Steward Program.

* DEP To Hold 2 Hearings On Air Quality Permit For Westmoreland Sanitary Landfill Leachate Evaporation System

On July 22, Department of Environmental Protection  published a draft air quality plan approval [65-00767C] to allow the construction and initial temporary operation of a leachate evaporation system at Westmoreland Sanitary Landfill, located in Rostraver Township, Westmoreland County. (July 23 PA Bulletin page 4166)

* DCNR Conservation & Natural Resources Advisory Council Meets July 27 On State Budget, Forestry Strategic Plan, New E-Bike Policy

The DCNR Conservation and Natural Resources Advisory Council is scheduled to meet July 27 where DCNR staff will present updates on the agency’s new ’22-23 budget; unveil a new e-bike policy for state park and forest riding; and provide details on revenue generation, challenges and opportunities of state park concessionaires--from small food stands and equipment rentals to swimming pools and ski resorts. 

* DCNR Opens New ATV/Snowmobile Project Grant Round August 1

On July 23, the Department of Conservation and Natural Resources announced the August 1 opening of a new round of ATV/Snowmobile Project Grants.  The deadline for applications is September 30.  (formal notice)
