* Mine Subsidence Found Under Olympus Energy/Hyperion Natural Gas Compressor Station Construction Site In Penn Twp., Westmoreland County

On March 7, Olympus Energy/Hyperion Midstream LLC notified DEP it found an abandoned coal mine subsidence void under the construction site for its Guardian Natural Gas Compressor Station off Wilderness Road in Trafford, Penn Township, Westmoreland County, according to DEP Oil and Gas Program inspection reports.

* Volunteer Firefighters, DEP Respond To Conventional Gas Well Explosion, Fire In Westmoreland County

On March 19, the Department of Environmental Protection was notified of an explosion and fire at a conventional gas well in Manor Borough, Westmoreland County.

* DEP Issues One Conventional Well Owner 36 Violations For Abandoning Their Conventional Wells; 7 More Violations Issued To Shale Gas Drillers For Abandoning Wells

Over the last two weeks, the Department of Environmental Protection issued Bialy Gas Production LLC 36 violations for abandoning conventional oil and gas wells they own, bringing the total of violations for conventional well abandonment to 96 for this year covering 36 different well owners.

* DEP Issued Violations To Range Resources, LPR Energy For Not Filing Shale Gas Production And Waste Generation Reports In 12 Counties

On March 19, the Department of Environmental Protection issued notices of violation to Range Resources Appalachia LLC and LPR Energy, LLC for failing to submit required monthly reports of natural gas production, waste generation and disposal for shale gas wells in 12 counties.

* PA Oil & Gas Weekly Compliance Dashboard - March 15 to 21 - 42 More Conventional, 7 More Shale Gas Abandoned Wells; Mine Subsidence Under Compressor Station; Conventional Gas Well Explosion

From March 15 to 21, DEP’s Oil and Gas Compliance Database shows oil and gas inspectors filed 855 inspection entries, plus late posted inspection reports from previous weeks.

The Department of Environmental Protection will host an April 1 webinar to provide an opportunity for the public to learn more about the Department’s approach to implementing a federal program to reduce methane and other pollution from existing oil and gas operations-- both conventional oil and gas and shale gas wells and infrastructure.

The Department of Environmental Protection has scheduled an April 30 hearing on the RACT 3 Air Quality Permit for the Tennessee Gas Pipeline Compressor Station 307 in Howe Township, Forest County.  (PA Bulletin, page 2390)

* Susquehanna River Basin Commission Approves New Into-Basin Transfer General Permit, Water Withdrawals, Including 6 Shale Gas Development Water Withdrawals

On March 13, the Susquehanna River Basin Commission  approved a new general permit for into-basin diversions of water, water withdrawal requests, including six shale gas development water withdrawals in Bradford, Lycoming, Susquehanna and Tioga counties. 

* Susquehanna River Basin Commission Approved 34 Shale Gas Well Pad Water Use General Permits In January

The Susquehanna River Basin Commission published notice in the March 22 PA Bulletin the Executive Director gave his approval to or renewed 34 general water use permits in January for individual shale gas well drilling pads in Bradford, Centre, Clinton, Elk, Lycoming, Sullivan, Susquehanna, Tioga and Wyoming counties.

On March 17, the House Energy Committee reported out House Bill 362 (Fiedler-D- Philadelphia) making changes to the powers and duties of the PA Energy Development Authority to allow for disbursement of federal Solar for All Program funding.

On March 19, the Pennsylvania Resources Council announced it will launch its 2025 household chemical collection campaign on April 12 by hosting a drive-thru event in Butler County to provide residents of Pennsylvania with an opportunity to safely dispose of household cleaners, automotive fluids, paints, pesticides and other products containing potentially hazardous components.
