Senate/House Bills Moving
The following legislation was considered this week--
Senate

Oil & Gas Fund Transfer: Senate Bill 490 (MJ.White-R-Venango) appropriating $174 million from the Oil and Gas Fund to DEP and other agencies to support well permitting was amended to add an authorization for $1 million for conservation districts involved in oil and gas well permitting and reported from the Senate Appropriations Committee and passed by the Senate 33 to 17. It now goes to the House for consideration.
 
“The governor’s plan for balancing the budget is predicated on transferring $174 million to the General Fund. This legislation accomplishes that,” said Sen. Mary Jo White , who chairs the Senate Environmental Resources and Energy Committee. “It does so while leaving more than enough money to fund Pennsylvania’s environmental programs. Fiscally challenging times like this demand that state government do all it can to maximize existing resources and spare taxpayers of an increased burden.”

Sewer Laterals: Senate Bill 205( Pippy-R-Allegheny) providing funding for private sewer laterals were referred to the Senate Appropriations Committee.

Dam Liability: Senate Bill 232 (Wozniak-D-Cambria) holding Army Corps of Engineers harmless for construction of collapsible dam on Conemaugh River were referred to the Senate Appropriations Committee.

Nonstructural Flood Alternatives: Senate Bill 236 (Woniak) amends Stream Clearance, Rectification and Improvement Act to permit use of nonstructural alternatives to address flooding problems was referred to the Senate Appropriations Committee.

Bid Limits: Senate Bill 328 (Eichelberger-R-Blair) increasing the threshold for bidding requirements for flood control projects was referred to the Senate Appropriations Committee.

Coal Bed Methane: Senate Bill 275 (D.White-R-Indiana) establishing the Coal Bed Methane Well Dispute Resolution Act was referred to the Senate Appropriations Committee.

Sewer Laterals: Senate Bill 205 (Pippy-R-Allegheny) providing funding for private sewer laterals was referred to the Senate Appropriations Committee.

Conemaugh River: Senate Bill 232 (Wozniak-D-Cambria) holding Army Corps of Engineers harmless for construction of collapsible dam on Conemaugh River was referred to Senate Appropriations Committee.

Flooding Alternatives: Senate Bill 236 (Woniak) amends Stream Clearance, Rectification and Improvement Act to permit use of nonstructural alternatives to address flooding problems was referred to the Senate Appropriations Committee.

Bid Threshold: Senate Bill 328 (Eichelberger-R-Blair) increasing the threshold for bidding requirements for flood control projects was referred to the Senate Appropriations Committee.

Regulatory Justification: Senate Bill 136 (Erickson-R-Delaware) amending the Regulatory Review Act to require agencies to produce verifiable data to support regulatory proposals was reported from the Senate State Government Committee and is on the Senate Calendar for action.

Municipal Electric: the Local Government Committee reported out Senate Bill 168 (Brubaker-R-Lancaster) providing for the regulation of contracts for municipal electric power and it is now on the Senate Calendar for action.

House

Prescribed Burns: House Bill 262 (Haluska-D-Cambria) regulating prescribed burning practices was reported from the House Environmental Resources and Energy Committee and referred to the House Appropriations Committee

Energy Help: House Bill 790 (Watson-R-Bucks) establishing an energy efficient home assistance program at the Housing Finance Agency was reported from the House Environmental Resources and Energy Committee and referred to the House Appropriations Committee.

Local Fees: House Bill 606 (Kauffman-R-Cumberland) amending the Municipalities Planning Code to require the imposition of fees in lieu of dedication of land for recreational facilities was amended and reported from the House Local Government Committee and and Tabled.

Curative Amendment: House Bill 842 (McIlvaine Smith-D-Chester) providing for a curative amendment process under municipal zoning was reported from the House Local Government Committee and Tabled.

Lyme Disease: House Resolution 188 (Helm-R-Dauphin) designating May as "Lyme Disease Awareness Month" was adopted by the House.
