The following legislation was considered this week--
Senate
Nominations: The Environmental Resources and Energy Committee reported the nomination of John Hanger for Secretary of Environmental Protection to the full Senate for consideration.
Brownfields: Senate Bill 84 (Greenleaf-R-Montgomery) extends liability protection to nonprofit corporations in brownfield projects was passed by the Senate and now goes to the House for consideration.
Regulatory Justification: Senate Bill 136 (Erickson-R-Delaware) amending the Regulatory Review Act to require agencies to produce verifiable data to support regulatory proposals was passed by the Senate and now goes to the House for action.
Municipal Electric: the Local Government Committee reported out Senate Bill 168 (Brubaker-R-Lancaster) providing for the regulation of contracts for municipal electric power was referred to the Senate Appropriations Committee.
Affordable Housing: Senate Bill 599 (Yaw-R-Bradford) establishing the PA House Affordable and Rehabilitation Enhancement Program was referred to the Senate Appropriations Committee.
House
Prescribed Burns: House Bill 262 (Haluska-D-Cambria) regulating prescribed burning practices was reported from the House Appropriations Committee and was passed by the House. It now goes to the Senate for consideration.
Curative Amendment: House Bill 842 (McIlvaine Smith-D-Chester) providing for a curative amendment process under municipal zoning was passed by the House and now goes to the Senate for consideration.
"This is another tool in the tool box to help municipalities manage proposed development to serve the best interests of surrounding residents," Rep. McIlvaine Smith said. "We're going to have development, especially in fast-growing areas like Chester County, but I want to ensure the process is well thought out and conducted with absolute accountability to the public."
Rep. McIlvaine Smith said the bill would allow municipalities adequate time to fix, or "cure," any default found in planning and zoning ordinances and would prevent multiple challenges of the same default. She said it also would provide greater public participation and help municipalities control land use to serve the interests of its residents. Local Fees: House Bill 606 (Kauffman-R-Cumberland) amending the Municipalities Planning Code to require the imposition of fees in lieu of dedication of land for recreational facilities was referred to the House Appropriations Committee.
Bioenergy Crops: House Bill 136 (Brooks-R-Crawford) providing for the use of bioenergy crops in the reclamation of mined lands was reported from the House Environmental Resources and Energy Committee and referred to the House Appropriations Committee.
Park Fees: House Bill 1027 (Phillips-R-Northumberland) prohibiting DCNR from charging fees for trailer sites for individuals 80 or more was reported from the House Environmental Resources and Energy Committee and referred to the House Appropriations Committee.
Recycling Fee: House Bill 961 (Buxton-D-Dauphin) extending the $2/ton Recycling Fee through December 2015 was reported from the House Environmental Resources and Energy Committee and referred to House Appropriations Committee.
Box Turtle: House Bill 621 (Curry-D-Montgomery) naming the Eastern Box Turtle as the official reptile of the Commonwealth was referred to the House Appropriations Committee. |
