On the Senate/House Agenda/Session Schedule/Bills Introduced

The Senate and House return to voting session on April 27 and for the next two weeks. The House added Thursdays to the session schedule through April, May and June.

House (April 27): House Resolution 35 (M.O'Brien-D-Philadelphia) urging the Department of Education to create stimulating ways to implement geography education.

Senate (April 27):  Senate Bill 275 (D.White-R-Indiana) establishing the Coal Methane Review Board,Senate Bill 45 (Greenleaf-R-Montgomery) further providing continuing education requirements for Landscape Architects, Senate Bill 115 (MJ White-R-Venango) requiring publication of changes to the State Air Quality Implementation Plan,Senate Bill 116 (MJ White) requiring additional reporting for DEP special funds, Senate Bill 117(MJ White) requiring additional reporting for expenditures from the Keystone Recreation, Park and Conservation Fund, Senate Bill 118 (MJ White) providing for the deposit of penalties into the Hazardous Sites Cleanup Fund.

House: the Local Government Committee meets to consider House Bill 951 (Dally-R-Northampton) further authorizing local governments to preserve, acquire or hold land for open space purposes, the Environmental Resources and Energy Committee meets to consider [removed- House Bill 448 (M.Smith-D-Allegheny) providing for an Energy Star rated glass tax credit] and House Resolution 17 (Harper-R-Montgomery) directing the Legislative Budget and Finance Committee to review the Growing Greener Program and the Community Conservation Partnerships Program.

Senate: the Game and Fisheries Committee meets to consider a variety of legislation, the Local Government Committee meets to consider Senate Bill 172 (Brubaker-R-Lancaster) further authorizing local governments to preserve, acquire or hold land for open space purpose.

Other: Joint Legislative Budget and Finance Committee meets on the Game Commission deer management program study required by House Resolution 642 (Levdansky-D-Allegheny).

Critical Aquifer Areas: Senate Bill 777 (McIlhinney (R-Bucks) designating critical groundwater and aquifer areas.

Hazardous Sites: Senate Bill 783 (MJ White-R-Venango) requiring an annual report from the Hazardous Sites Cleanup Fund December 31 rather than August 31.

Energy Efficiency: Senate Bill 784 (Folmer-R-Lebanon) requiring a 30 percent reduction in state government building energy use.

Geologists: Senate Bill 788 (Boscola-D-Lehigh) further providing for geologists in training.

Municipal Waste :Senate Bill 801and Senate Bill 803 (Boscola-D-Lehigh) expanding the definition of affected municipality in waste facilities siting issues and Senate Bill 802 (Boscola) setting gross weight limits for vehicles transporting municipal waste.

Electronics Recycling: Senate Bill 816 (Erickson-R-Delaware) requiring the recycling of electronic devices like computers and other electronic products.

House

Snowmobile Trails: House Bill 1170 (Hanna-D-Centre) requiring DCNR to give priority to snowmobile and ATV trail maintenance.

Forest Land Leasing: House Bill 1055 (Reed-R-Indiana) requiring DCNR to lease State Forest land for Marcellus Shale development and allocating lease payments to the General Fund, conservation districts and for other purposes.

Historic Grants: House Bill 1306 (Scavello-R-Monroe) establish an Historic Preservation Grant Program.

Fair Share Nutrient Reduction Program: House Bill 1326 (Hanna-D-Centre) establishing the Fair Share Nutrient Reduction Plan and House Bill 1328( Hanna) Fair Share Nutrient Reduction Assistance Program.

Clean And Green Corps: House Bill 1337 (Cohen-D-Philadelphia) creating the Clean and Green Energy Corps to function in cooperation with the PA Conservation Corps.

Sludge Testing: House Bill 1341 (George-D-Clearfield) requiring the testing of sewage sludge prior to land application.

Arbor Day: House Resolution 234 (Marsico-R-Dauphin) recognizing April 24 as Arbor Day was adopted by the House.

Tree City USA/TreeVitalize: House Resolution 235 (Santarsiero-D-Bucks) urging all communities to participate in the Tree City USA and TreeVitalize Programs was adopted by the House.

Sludge Program: House Resolution 238 (Miller-R-York) directing the Legislative Budget and Finance Committee to review the state program for beneficial sewage sludge by land application.

Energy Assistance: House Resolution 258 (Waters-D-Philadelphia) urging Congress to provide more funding for low income energy assistance.
