PUC Invites Comments On Changes To Cost/Benefit Test Used To Evaluate Utility Act 129 Energy Efficiency & Conservation Plans

The Public Utility Commission published notice in the October 12 PA Bulletin inviting comments on proposed changes to the test it uses to evaluate the costs and benefits of electric utility Act 129 Energy Efficiency and Conservation Plans. The Act 129 Energy Efficiency and Conservation Program requires each electric distribution company with at least 100,000 customers to adopt a plan to reduce energy demand and consumption within its service territory. The Commission is in the process of planning for a potential Phase IV of Act 129 at Doc. No. M-2019-3006866. The 2021 Technical Reference Manual for a potential Phase IV is being addressed at Doc. On September 19, 2019, the Commission entered for public comment the 2021 TRC Test Tentative Order.2 The 2021 TRC Test Tentative Order proposes adjustments to the TRC Tests that were used in the first three phases. Interested parties are invited to file comments to the 2021 TRC Test Tentative Order. Comments must reference Doc. Number M-2019-3006868 and are due within 20 days of the publication of this notice. Reply comments are due within 30 days of the publication of this notice. The 2021 TRC Test Tentative Order and all filed comments and reply comments will be available to the public on the Commission's Act 129 Information webpage. Comments and reply comments may be filed electronically through the Commission's e-File System or by mail addressed to the Pennsylvania Public Utility Commission, Attention: Secretary, P.O. Box 3265, Harrisburg, PA 17105-3265.
