Senate/House Bills Moving

The following bills of interest saw action this week in the House and Senate--

Senate

Pipeline Safety: House Bill 344 (Baker-R-Tioga) authorizing the PUC to regulate pipeline safety was amended and reported from the Senate Appropriations Committee and is now on the Senate Calendar for action.

Regulatory Review: House Bill 1349 (Pickett-R-Bradford) requiring the review of regulations for their impact on small businesses and granting pre-enforcement review of regulations by small businesses aggrieved parties was referred to the Senate Appropriations Committee.

Historic Preservation: Senate Bill 1150 (Smucker-R-Lancaster) establishing the Historic Rehabilitation Investment Incentive tax credit was referred to the Senate Appropriations Committee.

Benefit Corporations: Senate Bill 433 (Leach-D-Montgomery) providing for the incorporation of benefit corporations was Tabled.

House

Green State Buildings: House Bill 193 (Harper-R-Montgomery) requiring state-owned or leased buildings to meet certain green standards was amended and reported from the House Environmental Resources and Energy Committee and Tabled.
            "The government facilities we build today will be here for decades to come, and they should be designed for long-term efficiency and performance," Rep. Harper said "Investing in high-performance buildings can be part of the legacy we pass on to future generations."

Reclamation Guarantee: House Bill 1813 (Tobash-R-Berks) amending the surface mining act to further providing for a reclamation financial guarantee was reported from the House Environmental Resources and Energy Committee and Tabled.

Marcellus Shale 911: Senate Bill 995 (Baker-R-Luzerne) requiring Marcellus Shale gas wells to post certain 911 response information was amended and reported from the House Environmental Resources and Energy Committee and Tabled.

Tire Removal: House Resolution 438 (Cruz-D-Philadelphia) urging Philadelphia to establish a waste tire removal and disposal program was reported from the House Environmental Resources and Energy Committee and is now on the House Calendar for action.

Gathering Lines:  House Bill 1926 (Preston-D-Allegheny) prohibiting the use of eminent domain for natural gas gathering lines was amended and reported out of the House Consumer Affairs Committee and Tabled.

Geospatical CouncilHouse Bill 1701 (Cutler-R-Lancaster) establishing the State Geospatial Council was reported from the House Veterans Affairs and Emergency Preparedness Committee and Tabled.

Purchase Of Federal Land: House Bill 1904 (Rapp-R-Forest) withholding the Commonwealth's consent to additional condemnation of land to add to the Allegheny National Forest was reported out of the House State Government Committee with a party-line vote and Tabled.

Waste Recycling: House Resolution 70 (Harhart-R-Lehigh) requesting the Department of Transportation to study the potential use of quarry and other mining waste in highway and civil engineering projects was adopted by the House.
